I am a telemarketer and I want to find out about using the No-Call List.
The law that created the No-Call List specifies that "persons or entities" that want to make
residential, wireless, or fax telephone number(s) solicitations to Colorado residents must register and pay an annual fee
to the Agent designated by the Public Utilities Commission to administer the program.
Registration is required even if your company intends to use a list service (sometimes
referred to as a "conforming list broker") that purports to comply with the Colorado No
Call List.
Telemarketer registration fees are established and approved by the Public Utilities Commission annually.
Fees paid are for the time period of January 1 to December 31.
Invoices will be mailed or e-mailed to past registered telemarketers in December of each year.
After fees are paid electronically, registered telemarketers will have access to the No-Call List for the year
2025.
The Colorado No-Call List is updated and posted quarterly.
New 2025 Telemarketers
Because registration fees are annual fees, new telemarketers that register during the 2025
calendar year will be required to pay the full annual registration fee.
New fees are set by the Public Utilities Commission during the last quarter of the year for the following calendar year.
Colorado state law allows registration fees to range from $0 to $500 depending on how many employees work for a company that employs telemarketers.

Nonprofit organizations and "conforming list brokers" may register and receive the No-Call List at no cost.
Telemarketers paying by check will have access to the No Call list upon payment to Data Protection Group, LLC.
The list is updated four times a year.
Once the annual registration fee is paid, telemarketers will have access to an updated list on January 10, April 10, July 10, and October 10.
The updated lists must be used by January 31, April 30, July 31, and October 31.
You can indicate your interest to register by clicking here and filling out the web form.
Quarterly Updates
Proper subscription under the No-Call Act enables telephone solicitors
to receive information quarterly on residential, wireless, or fax telephone number(s) subscribers
who do not want to receive solicitations.
You will be able to select and sort the data for downloading by zip
code and telephone area code. It will be a downloadable extract
file meeting the following requirements:
- Standard ASCII text file.
- Operating system and applications program independent.
- Generated using, at a minimum, a standard comma-delimited file format.
Other format options (tab-delimited, fixed-width, html, etc.)
may also be provided.
- A separate informational or "Readme" file will be
generated for each extract file created. This file will include
at least the following information: general information about
the No-Call List extract file created; the date created; the
user defined selection and sort criteria used to create the
extract file; the number of records included in the extract
file; the file layout used; and information about all fields
included within the file and how they are delimited.
